I'm done getting excited by all the hype and buzz about video games by Rockstar. Yes GTA3 was fantastic, but everything I've seen since is poor. State of Emergency is BORING and mindless. The graphics are lame and a 100 rioters running around for no reason is alot less cool than it sounds. Don't waste your $$$. I mean it.

This is another one of those games where you'll either love it or hate it, there is no inbetween. I, just like many others, where expecting a lot more than the games gives you. Don't get me wrong, I do love the game, the action, the gore, and the fact that all those people can fit on the screen at once but its got many problems. For one the missions are either wicked hard or wicked easy, and when they are hard they can get really frustrating. The "Revolution Mode" started out as a good idea, but the missions are nothing like the ones from GTA3 and that was what I was hoping for. The game often makes you protect certain people or escort and protect them which can get really annoying because they make you do that a million times. But besides the mission the action is great. I'm so glad they made a "Chaos Mode" because that's probably what everyone is gonna play all day. Even so, that can get somewhat boring. The sound is great, the graphics are cartoony but cool, and the action is wonderful but the game needs work. This seems like a game you'd find in an arcade room. Another annoying point is that pratically everyone needs to be unlocked from the start. You only get two characters, and one level to start with, you have to unlock the rest. I hope that, in the future, Rockstar will make a sequel, and in the sequel they will put in cut scenes in the revolution mode, add more characters and mission types, and add a few more levels since there are only 4 places to reak havoc Overall this is a good game and if you are a Rockstar fan, like me, pick it up, but if you just want to destroy a city over the weekends rent it at Hollywood Video.

I got this game Friday as Best Buy seemed to have it early. Anyway, it is fun--if fun is over two hundred people running on screen at once and you having the ability to murder all of them. The graphics are cartoonish, possibly to counteract the massive amounts of gore and violence.
You know a game is great when you can blow someone's head off and beat another person to death with it.
The missions--though there are 175--are kind of bland and follow the same, "Go here, kill him, bring me this" type of formula. However, SOE is quite possibly the funniest game ever made; you and your friends will laugh, laugh, and laugh some more. Reccommended for anyone who has beat GTA3 and still wants a little more action...
This game got four stars from me: it's hilarious, conceptually genious, and deep. However, there is no targeting system. The levels are fun but need a little bit more interaction. The graphics aren't that great.
But...
SOE is a must-buy.

I just bought this game today, so far I am not all that impressed.
The Good: The situation is certainly very reallistic. Whatever you see on screen is what happens in a riot, you really will feel like you are in a riot.
the interaction with the enviroment is great, you can pick up many things and beat the crap out of everyone around you.
The sound effect is probably very close to the real life (not that I've been to a riot before).
many, many weapons and destructive objects can be used.
The bad: for whacking people and just plain beating the hell outta everyone, imho there's probably some other games that let you do that without being excessive, although sometimes excessiveness is fun, (I prefer Dynasty Warriors 3...I know, I know, these 2 games are much different...)
I can see the mission objectives being repeated after a while, although beating the crap out of people is require in all my obejctives so far (no kidding...that is what the game is).
Graphics - this came as a surprise to me, but the people looked way too simple in construction, and the mall (the first stage in revolution mode) looks like it could come out of PS1. Sure, I can see about a hundred people on screen all the time, but they all look pretty simplistic, I do realize that PS2 is limited compared to the other 2 systems (which I couldn't careless), but I am more dissappointed then usual.
I found the plot weaker than GTA3, and the variety of what you can do limited compare to it, hopefull as I go on further, that will change.
so for people who loves mindless fun of destroying things, go for it (not that's a bad thing in games), but for more interesing plot and more variety, go for GTA3.

State of Emergency, what can I say. Made by Rockstar the premeir in the violent-fight the power games. I Pre-ordered this game an eon ago and have been watching the release get bumped forward and forward. I have played all of the grand theft auto games. In fact I bought a PS2 just so I could play GTA3. State of Emergency paralells with GTA3 on the death and mayhem parts. State of Emergency has good graphics with what seems like hundreds of innocents running across the screen. They seem to get in the way more than they are a part of the game. I have played this game all weekend and have found it to be entirely too repetetive and sometimes more difficult than it should be. The part that drives me nuts more than anything is the missions where you have to protect people while moving them from place to place, the people always seem to get caught between objects, then a whole bunch of riot type police come and beat the crap out of them before I can even get a shot off. This would not make me so mad except for the fact that about three quarters of the missions pan out like this. I would have like to seen more missions where I get to blow the crap out of buildings ( which is really cool looking I might add). This game is good and was worth getting, but I think I will find myself playing GTA3 a lot more due to the variety of missions and being able to drive and run over people.

I think this game should have been advertised more like a fight game (aka tekken, virtua fighter etc..) because 90% of what you do is fight. I really do not feel this is a full game. I think this is a different graphic of GRAND THEFT AUTO WITH PEOPLE ATTACK MODE ON so id' recommend renting first.I have to admit stepping on an attacker repeatedly or the arm/leg crunch combo or even the rip off a head and use it as a weapon thats too funny but it wears off in about an hour for me GTA3 is far superior.

I've been destroying people, buildings and vehicles in State of Emergency for a few days now, and have come up with a mixed opinion of it. This game has had such a strange type of hype surrounding it. It didn't seem like the the all the advance praise was false or overtly glowing. Early reviews made it seem like something that I would really enjoy and replay over and over. Perhaps this could be true for some folks, but I don't really feel that way myself after playing it. While I thought that I had read up on it and understood what it was all about well enough to be excited about buying and playing, I must say that I am a bit disappointed with it after hacking my way through it these last few days.
It is initially very exciting. You are surrounded by complete chaos. It is truly almost overwhelming from the get-go. Once you start out blasting your way around and completing mini-tasks and attempting to gain points and multipliers (in Chaos mode), you'll quickly unlock other types of games. They're all the same, though (timed & last man standing modes for each level). Gameplay (while purely fun and exceedingly violent and gory) does get quite repetitive after about an hour. There's NO depth the the game, so if you're expecting that: stay away. It is very much an extreme 80s arcade experience in Chaos mode. Lately, I've been limiting my playing time (marathon 2+ sessions of State of Emergency are completely finger-and-mind-numbing...), and enjoying it much more.
Revolution mode does allow for a story line and many missions (175+ spread over the course of 4 environments). You can unlock 3 more characters in this mode as well. However, this mode is a little unsatisfying. Initially, the missions are very easy and very short. You'll burn through about 20% of them in no time. There is no speech from the mission contacts . . . just a very Nintendo-esque text box allowing you to learn your orders and accept or decline them. I'm not very far into Revolution mode, but, so far, it's not as immediately fun as Chaos mode.
Considering the amount of action taking place at once on-screen, the gameplay is exceptionally smooth. It's a completely crazed and confusing gaming environment. But, the camera angles (as with many 3rd-person games) can get stupid very quickly. You do have some relatively nice options for dealing with this. You can easilty re-center the camera behind you with the shoulder buttons, the right analog stick always controls an adjustable camera and you can use the shoulder buttons (when standing still) to zoom in a bit to allow for a slight increase in precise aiming. Speaking of aiming . . . there's no targeting system--which is good and bad in different instances. You pretty much end up mowing down civilians, troops, gangs, buildings, cars and everything else in your path all the time.
I would say that this would be a great game for a group of friends to sit down with and hack, slash and blast through. It's completely mindless . . . sort of an insane version of Street Fighter on steroids and high-octane speed. Battles for high score rankings among friends are about all it offers in the way of satisfaction. Holding it up against a title like Grand Theft Auto III as many people are doing is a bad idea, by the way. It's completely different.
For mindless, short bursts of extreme 80s arcade-styled action, this game deserves a higher rating than I've given it. Outside of this, however, it doesn't excel (althought I do find myself playing it more as my wife and friends join in--it certainly is fun in that way...). I would highly recommend renting it and deciding for yourself if it's for you.
FINAL NOTE/ADDITION 4-25-03: I now have the Xbox version and I must say that it's a wonderful improvement.

My copy just came in yesterday. I pre-ordered it a while ago (before I even had GTA3), because the story of the game sounded very interesting to me.
Basically, a corporation has somewhat taken control of your country, and you are fighting back.
There are four areas where I feel this game does better than GTA:
-Hand to hand combat. The hand to hand combat is great. This is how GTA3 should have been. If you get attacked by 6+ "cops", you have a decent chance of actually beating them and getting away. I felt that this was lacking in GTA3.
-Overall movement controls. They did something very key in this game. If you have ever played Oni, you will know what I am talking about. They got rid of the crappy right analog "look" controls and replaced them with a "panning" type of controls. This means that you can control the direction they are running and easily stay behind the character with the right analog control. It is complicated, but after some practice, you will get it. The left analog is still the same as GTA3, which differs from Oni. This makes the experience much more enjoyable.
-Better multitasking. They really crammed a lot of rioters on the screen withough sacrificing much in the way of graphics. The graphics are a little more cartoon like in this game, but they must have 3x the number of people on the screen all running around and doing stuff. Some of you may know this is hard for them to do without slow down... What I think they may have done is make the characters "dumb." All they really do is run around. Some of them carry stuff or cower in fear, but that is all. If you attack them (which you aren't supposed to) they won't fight back. Randomly they will shout a profanity if you bumb into them.
-Multiple charcaters. you can play as different people.

The game isn't as fun as GTA3 though. There is not much character development, and no movies at all. I have only played for a few hours, but it is lacking a lot of detail so far. It falls way behind GTA3 in every other category besides the above mentioned. For instance:
-Dull missions. Boring... Nothing much here... retrieve these plans, kill these people... same stuff over and over...
-Don't hurt pedestrians... You actulally lose points for hurting non cops.
-No cars. Can't steal cars or drive them
-No movies... Non at all so far... When you talk to people to get missions, it just comes up as text on the screen. LAME
-Lack of overall detail... just isn't there.
You get the idea... If you are GTA freak and need more, this might be the right place. It isn't the same game though, so don't expect GTA4 from this title, it might get boring fast for you. Rockstar is still an amazing company though. They have other great titles to check out if you haven't... Oni and Max Payne are both better than this game in my opinion.
I would give it 2.5 stars if I could... Rent it first.

this game is kind of cool but it is mainly about killing and shooting people there are various weapons like m-16 basically gta3 weapons.there are missions but they will take you a month or more to pass onto another level get grand theft auto 3 if you are cool or get state of emergency if you are boring.
