The title for this review pretty much says it all. I have GTA 3 and I think is on of the best game i've ever played.
I saw the TV commercials for State of Emergency...saw that it was from Rockstar and without hesitating I bought the game.
I really was dissapointed when I started playing the game...The intro was great, but when you start playing you see that the game is VERY, VERY different to GTA 3.
When you go out on a mission, there's only text displayed on the screen...no movie or animation...very, simple....
Your mission...kill everybody, basically..thats why I think they are asking now for your ID when you buy it.
So research the internet about this game...ask around, read reviews...and please skip this game if you think it would be similar to GTA 3.
An all-out good game.

This game is just all-out action at it's best. Beware, there are two modes to this game: revolution and chaos. Chaos is a whole lot of fun but the revolution mode is lame. I can hardly bring myself to play it. On the other hand, chaos is very addictive and a whole lot of fun. There are only four levels on it though but I bet once I beat it I wouldn't mind going through it again. Yes, it's that much fun! This game is worth it.
Try b4 you buy

This game is terrible, It is as close to GTA3 as the tele tubbies, I can't believe this is even on sale.
Woah this is a really dreadful piece of software.
As Homer Simpson would say, "I've seen plays more interesting, honest to god PLAYS!!"
Fun game, but not a lot of depth

This is a definitely a fun game, but don't think it's another GTA3. Think of it as Crazy Taxi meets GTA3. You have a fun sort of Chaos mode were you score points from smashing things, blowing up buildings, fighting gangs & killing police. There is also a mission mode were you must complete tasks while fighting off gangs and police. Like I said, it's fun, but there is not a lot to it.
Rent it first! For your own good.

The game is fun for the first hour or so. After that first hour, you've now done just about everything the game has to offer. I bought it, and I wish I had rented it first.
Bottom line: descent rental, bad purchase. It gets really old really fast
Not what I expected

The hype for this game was misleading - the gameplay has nothing to do with rioting, revolution, or anything that requires creativity. You can't interact with the environment. You can do 3 things: break windows, kill people, blow up cars. The missions are repetitive, go get something and bring it back. You can't enter the buildings or cars. The worlds are small and not interesting. It's just a lame button masher where you hit or kick tons of enemies until they're dead. The graphics are OK.

Unlike many people, I was not expecting a GTA3 clone when I rented State of Emergency. I've learned to not do that when it comes to games. That fact notwithstanding, I was still pretty disappointed in this game.
The premise is not so bad, but the execution leaves much to be desired. The missions get stale very quickly. Though, I didn't play very far into it, so maybe they get better? Serving as an escort for rebellion force members that can't/won't fight is rather disheartening. Also, I have a complaint about the aiming mechanism, namely that there wasn't one. You just sort of have to point your weapon in the general direction of the goons and shoot. Combine this with the sometimes awkward camera angles, and you have a difficult time offing the Corporation with anything but your bare hands or a melee weapon. The game is not all bad, though. The music and sound effects were nicely done, the graphics were excellent, and the sheer chaos of the levels were fantastic.
a yawner

I've never played GTA3, so I can't compare this game to it, but State of Emergency was a complete dissappointment, leaving me to consider renting games again before shelling out [$$$] for them.
Luckily I only paid [$$$] because they probably knew how bad it was and used the price drop to [bring] people into buying it. The game consists of two characters (at the beginning) running around a crowded mall (which is as far as I've gotten) beating the hell out of everything and doing boring "missions" that make little sense in a mall. After a million years of this, you finally get to a different area and other characters that I'll never see because my game is sitting on a dresser or something around here somewhere. RockStar used the fact that there are hundreds of characters running around the screen and extreme graphic violence as a selling point, even after awhile that gets to be a yawner. After just a week, I'm considering selling it to a local used video game store and getting either Red Faction (which was what I was going to get instead of this one) or the much more superior Max Payne. Well, one thing that I can say, I learned a very good lesson for [$$$]: RENT GAMES FIRST!
Fun, but for only the first day.

This is one of those games that tries so very hard for me to like it, but ultimately fails. I got this game on February 14th, and when I first put it in my PS2 I was amazed at what was going on around me. People running in everywhich way, looters and police everywhere. The sheer number of people all going where they wanted to was great, if I was ever in a riot this is how I would picture it. The game was all downhill from here though.
The first mode I played through was Revolution. Which seems to follow a GTA3/Crazy Taxi sort of play where you have to follow an arrow to kill or find something. I found the attempt at a plot ok, but it really didn't do anything for me.
Next I went onto Kaos mode. This is where the game lost me for good. The point of this mode is to just basiclly go around and mindlessly kill certain poeple when told to. If I wanted to do this I would pop in GTA3 and do it with more style (and fun).
All in all, SoE is fun for the first day and it doesn't last.
Could of been better

This game was not as I expected it to be. I was hoping that it would live up to GTA3 as well as the reviews that were given before the game came out. I suggest that you rent out the game first before you buy it.
