It's always disappointing when something doesn't live up to its hype. Video games are an institution based on hype, with mixed results: Atari's ET didn't work, but Nintendo's Super Mario 3 was a great game. Mechwarrior 2 turned out to be a dud, but Black & White deservedly took its place in the Valhalla of Video Gaming. And Rockstar Games has given us two much-hyped titles in the last year - Grand Theft Auto 3, and this game, State of Emergency, and true to form, one turned out to be great, and one turned out to stink.
In case you need it spelled out for you, State of Emergency is the one that stinks.
Everything Rockstar did right in GTA 3 has been replaced here. Although the graphics are a nice attempt to return to the cartoon-style that made GTA and GTA 2 such enjoyable (and not so realistic) games, they are about the only thing that SOE has going for it. There are two game modes, Revolution (with a storyline) and Chaos (sans story, all mayhem) that are basically the same. The idea behind Chaos is that you run around grabbing weapons, breaking windows, and killing lots of cops. Since you have access to all the weapons right off the bat, and you can kill the cops one by one (like the Foot Soldiers from Mutant Turtles, they wait until you are done breaking their buddy's neck before attacking you), so Chaos mode looses its fun after a few minutes. On my very first game, right out of the box, I got more than quadruple the factory-set high score - and I thought, "is this it?" Revolution isn't much better - the storyline is just a series of excuses to run around and kill cops and gangs.
Gameplay is a joke. The camera (also a problem in GTA 3, I should point out) has a very hard time showing the action, especially if you want to turn around and clobber the guys chasing you. In SOE's favor is fairly decent stick control (unlike the godawful Batman: Vengeance), but fighting comes down to little more than button-mashing. And that's really all there is to say about SOE. Little plot, crummy gameplay - it's just not enough to keep you awake. I played it for about an hour, and there it sits. I think I'll go trade it for a Sega Saturn and a copy of Darius Gaiden.
If you need any more proof that this game is a letdown, take a look at how many people are selling used ones, and how many people are waiting in line to buy used ones. As of this writing, less than two weeks after the game came out (and it's a hard game to find, I might add), 14 people are trying to dump them and there are no people waiting to buy them. Don't make the mistake of having to turn around and dump yours in the next week, either - stick with GTA 3.

its cool for 15 minutes but its sooooo boring the same shi* u do all thru the game beating up cops people or anything when u get a gun its soooo hard to aim @ the pigs man trust me dont but it i wasted my loot & feel stupid just rent it 1st & see & great disapointment for me & i ask ROCKSTAR to hurry & make a sequel to gta or max payne.

I know this isn't Grand Theft Auto 4, but come on, I was expecting something close to the quailty and overall fun of Grand Theft 3. What I got was a boring and headache-inducing excuse for a game. There are people running all over the screen. This is old news about 20 minutes into the game. The controls are awkward, and worst of all, there is no substance to State Of Emergency--it is boring. Go pick up GTA 3, and ignore this waste of time.

If you're looking for plot or "assignments" a la GTA3, you're looking in the wrong place. However, if you enjoy a game in which you can blow someone's head off and use that head or another body part to attack other people, do buy this game.
I really enjoy State of Emergency! :D
You really can't compare this with GTA3, because it doesn't come close. (I mean, if you take away the car element of GTA3, that cuts out an entire dimension of that game.) SOE is a lot more like Crazy Taxi in the sense that it doesn't have as much depth. For instance, I wish you could go inside the stores in the mall. Also, there are no interim movies as there are in GTA3.
I don't think those factors detract from this being an excellent game. It's hypnotic! Unlike my frustration with first-person shooters, SOE is very easy to play, and the motivation to play comes from having to work for more options, like in SSX Tricky.

TOATALY GARBAGE this game has got to be the worst game I have ever purchased. I took it back to the store within 24 hours after I bought it. This game was a total let down and about face from a great game such as GTA3. I only buy good games and this wasn't one

Well people think its the creators of GTA3 well it's not. DMA made Gta3. Rockstar just pubulished it. Well we thought it was going to be all out fun. It was for one day.

I had such high hopes for this game. I thought Rockstar would be able to continue their hot streak that started with Grand Theft Auto 3 with State of Emergency. GTA3 had everything in a game that redefines the genre it's in. Unfortunately, SOE can't even begin to compare to that masterpiece.
SOE has you live in the shoes of one of five (initially 2) characters that are fed up with the new 'Big Brother'-like government. You must lead the rebel group "Freedom" against the Corporation and use all weapons at your disposal.
The game has two main modes: Kaos and Revolution.
Kaos is what most people seem to think is the meat of the game. You basically try to kill as many people as you can with any weapons you can find. It's fun at first but like the other mode gets repetitive quickly. However I give it the "Most Violent Stress Reliever" Award.
Revolution is the story mode, whatever wafer-thin story there is anyway. You basically complete very bland (read: repetitive) objectives for Freedom in 4 different parts of the city. For reviewing sake, I went through this whole mode and let me tell you, those were the 4 longest hours of my life.
Now if you want to buy this game for the sake of its violent content, go ahead. I give the game that. But don't expect it to last very long.
Final Warning: This is NOT old-school. For the most part, old-school brawlers were never this plain or monotonous. If you want old-school, pick up any of the Streets of Rage games for Genesis.

Hype...this word is defining the gaming industry as of recent and a cause for much disappointment in many gamers (e.g. MGS 2 and you think that game lived up to the hype you're only kidding yourself). This brings us to SOE, since its early showing at E3 and the success of the incredibly well done GTA3 (definitely GOTY for 2001 on PS2) State of Emergency has been getting a lot of hype amongst reviewers and gamers. Does it live up to it? No. Is it a bad game by any means? No. Should you buy it (or better yet spend [big money] on it)? Nope. Go rent this game first and save your money for something better along the way. The game play is fun and really old school in the arcade Smash TV sorta way but gets really repetitive really fast. Not mention this game is short, but they tried to lengthen it by adding a "Revolution Mode" to it in which you take on certain missions. These missions are redundant at best, simple unimaginative and boring. The main game mode "Chaos" is where this game really could have shined, instead of making the mission based mode, adding a 2-player mode would have jumped this game you a couple stars. Plus since there is only for levels a bit more to the levels as in size you have been nice and "boss" characters added to the game might have been a nice touch. Overall not a bad game from VIS considering the last game they made was Earth Worm Jim 3D. By the way for most people who don't know this is just FYI, RockStar does not make games they are just a publisher under Take Two, GTA 3 was made by DMA, Max Payne by REMEDY and SOE by VIS.

I got this the day it came out. It's a fun game. It's similar to GTA3 but you're always a pedestrian in SofE. This game is worth buying!!

Normally I like the ideas of a "smashmouth", in your face type of game but this really stunk. State of Emergency was not fun on the basis of getting beat down by 50 guys isn't fun. I could barely clear the second stage. The only thing that people keep telling me about how fun this game is, is because you're in a RIOT. O.k. what else? - Blank stares and immediate silence -
Yeah I thought so.
Really, everytime I'd complete a level and from what I thought was a high score, I'd lose twice as many points because of civilian casualities? Um, hello if you're in a RIOT and you're stealing and breaking stuff, wouldn't that make you a criminal too?
My thoughts are my own but if you have your heart set on getting this game, rent it first and then see what you think.
