I bought Grand Theft Auto III, the day it came out and this game is still as entertaining as the day i opened it. I bought State of Emergency the day it came out and WOW, this game stinks, big time, possibly the worst game EVER! .... The game has parts where people you are suppose to protect just die for no reason, when no bad guys are even around. All around if any one reads this revue, shout it from the roof tops, this is the WORST GAME EVER, i'd sell it...

First, let me get this out of the way: No, this is NOT another GTA 3. Far from it, in fact. There, I'm done.
Now, with all the hype this game's been getting, I was shocked when I ended up with what was seemingly nothing more than a long, excruciating version of Final Fight, and unfortunately that's all this game ends up being - a beat-em-up that goes on for way too long. It might be a bit more bearable if they gave you some variety in your missions, but the majority of the missions end up being either games of fetch (find package, bring it here), hide n' seek (find and kill victim before he escape), or bodyguard (self-explainatory). All these missions end up doing is making a long game even more tedious. Combine this with a lack of a multi-player mode, and you've got "rental" written all over this game.
To bottom line it, SoE is a long, shallow beat-em-up that you're gonna tire of in a real short amount of time. Stay away from it unless you're either a hardcore beat-em-up fan or you just enjoy watching people gush copious amounts of blood. And allow me to repeat something just in case you forgot: This is NOT another GTA 3.

I got this game hoping it would show true chaos and the more sinister side of being human. Unfortunently, I was dissappointed. The first mistake Rockstar made is the citizens run around mindlessly like schools of fish. There is no one busting windows, throwing things or fighting with each other. I wanted to see what a real riot in progress was like with all the trimmings. The second mistake was the repetitiveness of it all. "Protect Joe Schmo!, Deliver this!, Kill this guy!" Battling the same guys over and over again, seeing the same places over and over again, and doing the same KICK, BLOCK, PUNCH moves over and over again. I might as well be at work! Third mistake: Poor AI. Nothing feels as good as seeing the guy that your supposed to protect get hung at a corner and hence pummled to death by your persuers, or he saves you the trouble and jumps in front of your gunfire or bad guys shoot walls or each other and not you. All of these don't happen often but they are noticable. On the plus side is the unbelievable amount of people moving. Too bad they aren't really doing anything. People like to say the graphics look awesome but I beg to differ on that. GTA3's better than that. Notice how the glass breaks instantly on SOE? No bullet holes/webs or large portions that didn't break but are still breakable. Buildings that you destroy "repair" themselves later and items disappear. These graphics are average at best.
Bottom line: Forget this game. If you got GTA3 put the "liberty city survivor" code on for some real urban rioting. Up the gore with the "gore enhancer" code and get set for some real fun with no extra expenses. ...
Dosen't live up to common "Rock Star" standards...

I checked out this game, because (probably like the majority), the makers of the of the greatest games of all made it. "State of Emergency" STRONGELY dissappointed me. The levels, well... actully, I can't tell if they're all the same or not because I've only played the first for about a half an hour and got bored. But, the level itself was pretty dull. The only cool feature was the civilains (the many, many civilians) running around for you to chase or shoot at or whatever when you're bored (pretty much always). You find weapons on the ground, ranging from night-sticks to uzis to bazookas, to use on your enemies, who, as well, have a wide variety of weapons as well. This may sound fun, but it's not. You quickly grow weary of running around for people who want you to kill a certain security guard or steal diamons, ect., and the coolness of the civialians running around gets very annoying, especially when they get in your way when you're trying to shoot a bad guy, and end up wasting ammo on them. I don't recommend BUYING this game to (pretty musch) anyone, but, if you must, a quick 1-week rental would be enough. That's all.

This game is a (stinker). The objectives get very repetative and the game gets old quickly. The graphics are okay, but all the people or "rioters" just run around like ants with no apparant purpose. At a stretch this game is worth a rental.

WHAT A LETDOWN!!! I bought this game thinking that it was going to be a next level GTA but it wasn't. I never got past the mall because the game was too ridiculous and all you are doing is running around the whole time which is so stupid. Rockstar could have kept this game in the closet.

After playing and completing GTA3 I went looking for the next "near perfect" game. I was told by a few game stores that the makers of GTA3 said that "State" was hyped as the next level of game and the elevation beyond GTA3. Well I couldn't disagree more, the game is ok and not horrible. It has some level of fun but I felt it got rather boring rather quickly. The more I played the more I became uninterested.
State of Emergency is cool for 2 minutes

This game is cool when you see everyone running around. It's kind of funny. But this gets old real quick. You end up doing the same thing over and over. All the people running around are the same thing over and over. Rockstar is an excellent game producer with GTA under its belt and Vice City. But this is the WORST of all the games they ever made. I'm sure San Andres will be Awesome but SOE SUCKS! Sorry.

I wanted to take this game back after about the first 25 minutes of playing it, but I decided to give it the benefit of the doubt and see if it got better with time. Sadly, it did not. The graphics are mediocre, the music is terrible, and the missions are both frustrating and boring. The only slightly fun thing about the game is the CHAOS mode where you can randomly mow down innocent civilians with a chain-gun, but even this gets boring pretty quick, as the same people just keep reappearing. It's very sad, considering how great GTA3 was. I hope Rockstar Games releases GTA4 soon to get the bitter taste of "State of Emergency" out of our mouths.
