State of Emergency is the ultimate in antisocial anarchy-similar to the way Loaded on the PlayStation gleefully broke all the rules with a coy smile. As one of five citizens under the oppressive heel of a sinister government controlled by big business, you must single-handedly make things right in four different locales and several missions. Playing from a behind-the-thug view, your tasks read like "Revolution for Dummies": escort and protect hackers, destroy buildings, and assassinate high-ranking officials. In addition to your fists, there's a nice and sometimes gruesome variety of weapons, including baseball bats, machine guns, and even severed heads.
State's most noteworthy element is the visual presentation. Accompanied by a striking audio track, the screen is completely packed with riot-like activity-gang bangers, citizens, Corporation officers (the bad guys), and frenzied crowds that react to explosions and gunfire. Some of the details, though, have been skimped on, such as the featureless citizens.
Yet the game's play engine wears thin too soon. Missions grow tiresome from their own repetition, and the four locales lack visual and structural diversity. The controls, though, remain firm throughout, although constantly having to manually change the camera angle can become wearisome. Despite its quickly worn welcome State of Emergency's worth a play if you're in the mood to inflict some serious virtual mass destruction. It's also the kind of game you'll truly enjoy if you've ever been wrongly awarded a speeding ticket, victimized by the IRS, or told to stop running by a mall cop.

This is a blast to play! The perfect thing to get those aggressive tendencies out of the way. For me the revolution quest is very difficult after the first few missions. My son who is a gifted gamer can get through them but it is a challenge. For me I enjoy the Chaos level much more and like to run the 5 minute timed missions of dealing out the most destruction in the alotted time. Very difficult to not get killed before your time runs out.Better yet is the last Clone standing segments in each area. It is a blast to run around and try to kill all the mutant clones in the shortest amount of time! It is the section I return to again and again and it is great for those who are less than gifted at game play, because no one shoots back! The object is to kill all the clones in the shortest amount of time. Weapons are scattered about and offer good variety and you can also damage buildings, blow up cars, and do other damage as well. Be careful to not stand too close to a vehicle while you are shooting it because it will explode and take you out too for a while adding to your time!The bazooka or missle laucher can also take you out if you are too close to what you shoot and don't run over your own grenades out of the grenade launcher! I never tire of the game, and with the revolution, last clone standing and chaoas levels there is great variety and levels of play for all skills of players. It is violent, but fun! Here's the chance to do all the things you would never do in real life. By the way you are helping bring down the evil empire or destroy the hated clones. Get the game, Rockstar games rule!

This game'sgraphics are not ground breaking or all that eye-catchy, but what they are is a bit of a throw-back to the original animated action adventure games. This game is not going for realism like GTA3 achieves, what it is striving for is a fast paced, senseless animated riot and excuse for mindless violence and general brutality, which is exactly what it gives you. If you are looking for GTA3, you may be disappointed, but the gameplay is still cool, the violence is fun and at times almost comical, which is to be expected by it's cartoon-like appearance. What could be cooler then decapitating a random rioter (or a corporate suit) with your shotgun, and then picking up that person's severed head and beating other passersby to death with it.

This game is the best expendature of rage that I have ever seen. Fun gameplay combined with great action makes for a great shoot Um' Up. In the age old style of Smash TV, this game brings senseless violence back into our needy hearts. It fills the void that those who have finished GTA3 have. BUY IT

I've played the game and I've read the reviews here - 4.5 avg stars is way over rated for this game. The game lacks a lot - it's no GTA3 which it was orignally hyped to be (without the cars) Take GTA3 and take all the stuff that makes that game fun and you're left with SoE. Don't buy this game - if you do you'll feel like you wasted your money. If you don't believe me go to ebay and see what GTA3 is selling for months after it was released and then look at SoE - a LOT less and it was released less than two months ago... case in point
The real emergency here is how much $ you're going to waste!

If you're expecting this game to be like Grand Theft Auto 3, it isn't. I pre-ordered the game and
once I started playing it, I was annoyed that I had wasted [the money]. I can't even say this game
would be a good rental.
No doubt it will entertain many ... gamers, but for a seasoned gamer it's a waste of time. The
games graphics are good, the music isn't bad, the story line is bad, and over-all game play replay
stinks. Basically, all you do is go around different areas beating up people (not as good, accurate or
challanging as GTA3) picking up weapons that don't last long and like GTA3 you have missions to
complete. You can break glass, store fronts, etc. but you can't steal cars or drive around or
anything
(as far as I have gotten, maybe it changes). It's more of an action arcade/fighting game and even
that
isn't impressive. You can a few pick up items, like tables, and things that have been looted from the
stores, but all you can do is throw them at people.
Don't believe the hype, it is NOT as great as people who haven't even played it make it seem. It's
violent, but nothing you wouldn't see on television daily.
There isn't depth to this game, and I may be biased, but I expected SO MUCH MORE
from the makers of Grand Theft Auto 3! This game is a severe disappointment, and I encourage
anyone who's reading these reviews to read all of them... and if you still want the game buy one
used, or rent it for three dollars.

I cant believe bought this game! The minute I put it in and knew right away it [needed help]!! The missions are hella short it's hard to actually shoot people and all you do is punch, kick, and mash buttons. This game would probably be suitable for a ten year old who only knows how to mash buttons! If you dont already have it use the 50 bucks to buy FFX, GTA3, or anything elese! Save yourself!!

This is a great game at least I find it lost of fun but there are so many people that have different opinions in my opinion this is a very good fun game quality entertainment. It is Quite a violent game though if you are a parent I dont advise you to buy it for a younger member of society the revolution mode is repetitive but it is long and keeps you playing the game and giving you something to do the chaos mode is tons of fun to play you can go for hours playing and not stop. There is the ability to unlock new characters and other things as you progress which adds extra replay value to the game. Altho it could have used a 2 player mode it is a great game none the less. Be advised I recomend you to rent it before buying, some people just have totally different opinions than others...

State of Emergency is just a decent game. Nothing better. I would probobally give it a 8/10, a 3.5/5 and so on. Its not that its a bad game because its not. It features tons of onscreen characters at one time, a huge arsenal of guns and weapons and is a throwback to classic games like Double Dragon. The gameplay is easy to get used to and easy to pick up also. The soundtrack is really the quite annoying part- because the sound is really [poor]. Other than the screams of civilians, they really should've put a variety of tunes or had something revolutionary like the car radios in GTA3- maybe like a portable radio tuner? The missions are fun at first- but get repetetive and boring. The chaos mode is fun and will be your main source of fun for a long time. But don't expect GTA3 with this game. While GTA3 was highly addictive, SOE is the total opposite- unaddictive. If your expecting a blockbuster hit- don't buy. You'll be disappointed, or you could love it.
