What has happened with this game... Have you ever had a friend suggest a movie to you, but they make it sound like the best thing that has ever been created? If you have, you probably saw the movie and said, this isn't that great, in fact, it['s terrible]! In fact, it's the worst movie ever!!!

This is what happened to SOE. People are saying to themselves, "Yay, this is made by Rockstar, it's going to be anoher GTA3!!!" Listen, if it was another GTA3, it wouldn't be called State of Emergency, it would be called GTA4...!!!

This game is very fun. Endless replay value, addictive gameplay, well-made levels, and an interesting idea. This game is not at all like GTA3. GTA3 is definatly better than SOE but SOE is still a great game. The Chaos mode is addictive, fun, and highly replayable. The missions, although they mostly consist of the same objectives, are very fun and have a perfect level of difficulty.

This game definatly does need a multiplayer, but overall it's just good, clean, errr well not exactly clean, fun.

VERY underrated... this game rocks hardcore

It seems that most of the reviewers who bashed this game are stuck in a GTA3 groove, and wanted a sequel with this game. I think this game might've been a lot more successful had Rockstar published it under a different company name. People just want more of good ole GTA3...

But now, about the game. At first sight, it's easy to compare to GTA3. In GTA3, you can either follow the missions, or wreak havoc. Wreaking havoc is LOADS of fun in GTA3, but isn't really productive, and it isn't really why the game was made. In STATE OF EMERGENCY, wreaking havoc is not only MORE fun to do, but it is the sole purpose and object of the game. Rockstar executes this concept perfectly, using a 'Crazy Taxi' style arcade mode. In Crazy Taxi, the more customers you drop off, the more time you earn to rack up more points. In STATE OF EMERGENCY, the more building/objects/people/cars you destroy, the more time you earn to rack up more points. The concept itself is entirely addictive, and when you match that with the delight of wreaking havoc all over town, you have a winner. Crazy taxi was an ARCADE game, it was about points, and it was awesome. This game's the saaaaaame way.

Then there's 'revolution' mode. I think Rockstar included this to give the game more 'depth' or more of an 'object'. However I think this mode just distracts from the real core of the gameplay (which, is simply what makes SOE so cool). The missions DO get very repetitive.. I found myself saying "how many missions ARE THERE" about 5 - 10 times. When you complete one level of revolution mode (which takes forever), you open up a new character for use in chaos or revolution mode. It's not fair to put the gamer through all that hassle, and I think Rockstar would've done better to release SOE with just chaos mode.. seeing how that IS the core of the game. (Perhaps they could've made it so you needed to reach a certain high score to unlock a character) Trust me ladies and gentlemen, State of Emergency IS Chaos mode.

All in all, I love this game. If GTA3 was "gritty, movie-like violence", this game is "VIDEO GAME violence". It's extremely over the top, and extremely fun. The first time you unload an M16 into a glass-covered building, WITH people in the way, you'll know exactly what I mean. But it immediately, and buy me a copy too, because I've only rented it so far.

A review from a 14 year old gamer

This Game IS GREAT!!! No quetions asked. This new title from Rockstar is continuing its reputation of extremly violent, chaos causing games. Yes, this game is not for little kids at all. You're cutting of peoples heads off, blowing up buildings, stealing, killing your enemies, and killing civilians. Its disturbingly so much fun. You can pick up virtually anything and bash it over someones head. It's a blood bath. Being bad has never been so much fun. The best thing in this game is its graphics. They're next generation. It's amazing while you're blowing up things, and people are flooding the streets the frame rate nevers slows up. It makes you feel like you're there. I love it. The slight down side is no multiplayer. It would make it a lot more fun. And the camera isn't great either but you'll get around it. Overall this game is great. It's diffently not for kids. But any teen or adult would love it. It has something that i think recent games have been missing. Pure Fun! I absolutly suggest this game to the public. Hope this review helped.

This game is the best. I got it when it came out and I love it. There are tom of missions and it is very fun. I think it is as good as GTA3. You'll get hooked. It is cool because you can do stuff like robbing liqour stores or blow up biuldings. And there are a ton of weapons to choose from.

Love the violence

First of all, this game is not a sprawling crime adventure in which you go around a gigantic city doing anything you want. It most resembles a combination of Smash TV and Crazy taxi. You are given time limits to go around doing all the damage you want, or you can opt to complete 175 different missions.
This game is very fast moving. There are tons of people on screen at a time, all moving very quickly, so that it gets difficult to plan what to do next. The usual assortment of weapons is present, including flame throwers, Uzis, grenades, body parts and the like. There is nothing more satisfying than chucking a grenade through a store window and watch the ensuing blazing infernos spout out the walls.
This game is virtually nothing like Grand Theft Auto 3, but if you're willing to risk a fast paced, ultra-violent arcade shooter, this may be your game.

I bought this game today and it is super fun. Definitely not like any game there's ever been. It's all out chaos and just a blast. I've only played it for a few hours so I don't have a full review yet, but so far it's more than worth the $50 I spent. Definitely the best game to come out so far in 2002.

Join the resistance against the evil government! Cause chaos among the cops, gangs, and innocent bystanders! You can be the ultimate rioter, destroy buildings, cars, people, and work in the underworld by carrying out orders from Revolution dudes! Use ALL KINDS of guns and weaponary to help along the way! Blow up dozens of people at once then pick up their body parts to fight other poeple with! Riot in a Capital City Mall, ChinaTown, East Side, and the Corporation Central. What more can you ask for, the game has it all.

State of Emergency recieved a bunch of good hype when it came out, and it lives up to that in every way! I am tired of reading more recent reviews slapping this game down, my question is WHY? It expertly uses classic fighting gameplay that dates back to the good old Sega Genisis. I mean there is nothing really quite like it, despite that ROCKSTAR made this one people should quit comparing it with Grand Theft Auto 3, which State of Emergency is better than anyway. The biggest fault that I hate about GTA3 is that you keep going around the city talking to stupid mafia characters that are obviously movie inspired dull, and after carrying out the first some orders I really don't see a point. But in State of Emergency, I bet alot of normal people would plot against the government if it went corrupt as it is in the game. And you are not only against the government, multiple gangs will also get in your way, which helps the diversity in the game.

Someone told me they gave up after a frusterating Revolution order. Some missions can be difficult, but if they weren't, people would dismiss it as too easy. It is just as difficult as the regular PS2 game, either I am the only good gamer around my area or I just don't complain as much. I have heard some people say that they wished that it was a 2 player game. Well most of the game is certainly only feasable for one player due to the frame rate, so would you like hundreds of rioters on screen at once or going against a buddy? I would pick the rioters and I think most would. Revolution and Chaos wouldn't be that great 2 player, it only seems normal for 1 player. Last Clone Standing, that would be cool if it was 2 player to see who could kill the most clones, that would be a blast. Other than that, it only seems right for 1 player.

I give my highest recommondation to State of Emergency, it is truly the funest and coolest and most violent game I have ever played yet. Go right ahead and buy it, I would recommend playing Revolution first, then Chaos, then unlocking the seceret modes like Last Clone Standing. This game is definately the [best]!!!
