"The Tribunal" refers to a Morrowind-specific concept, and Tribunal the expansion pack is a marvellous add-on to an existing world.
The city of light and magic is located at an unknown spot in the world and while you are there the world map is of no use. Instead of a "world" you are transported to a mega-city, which sports distinct styles of architecture and fashion, with a separate temple, government, underground sewers, and marketplace.
I actually got the expansion pack bundled with the Morrowind game, and I would recommend playing Tribunal together with the main Morrowind quest to enhace your freedom. Unfortunately since Tribunal has a rather one-dimensional plot, if you wait to tackle Tribunal until you've exhausted Morrowind you may be disappointed when you want a distraction from doing the nth chore for the same group of people.
Playing this way is also more fun since assassins from Tribunal escape to Morrowind to hunt you down, giving new characters some welcome and expensive goodies that can fetch a nice price when sold.
The artwork of Tribunal is breathtaking, and especially the gruff Ordinators wear a fashion that is the pinnacle of elegant taste. Tribunal also brings back the Dark Brotherhood, familiar to Daggerfall fans, complete with signature armor that is eerily awe-inspiring.
A beautiful addition to Morrowind, a great place to explore, and a load of fun with new rules to learn in order to win.

I absolutly loved this game. If you have played Bethdesa's previous products (Arena Daggerfall) and like them then you will love this one. You will need a good graphics board to get the full effect. The graphics are exceptional. The sound is great. I really got the feel for the game. The only complaints that I would have with it is that it can be too large. The monsters will be the same over and over after awhile to a point where it can be tedious. Once you have played this for a longer period of time your character can become almost invincible for the end monster.
I haven't had a chance to play the expansion packs yet.

Now, ive played a LOT of RPG's... Daggerfall, Fallout, Arcanum, NWN, even some older DOS ones... and Morrowind is one of my favorites.
It comes with a guide that lets you edit and make mods for the game yourself. Its the exact same program they used to make the game!
Even with my lower ended graphics card, the graphics were spectacular. The spells were amazing to look at, and I loved the way my glass armor glowed when I had it enchanted!
And its open ended, and you can be evil, good, or neutral. If you make your own character right, you can join almost every guild as well.
One of the only problems is that after you reach level 45+, the monsters are really easy... but Bloodmoon and Tribunal did put harder creatures in the game, so its all good.
Excellent game

This is one of the best expansion packs I have seen. Although the main quest is not as long as it could have been, it is still quite challenging. Even without the main quest, this pack is worth the money just for the new monsters and winter scenery available in the game editor.
Really Good Game For the High-End PC User

I loved this game since the first time I saw it on TV. This was one of the first RPG's I really GOT into, though I had to buy a new PC to Play, it was very worth it. This game does have bugs, no game this SIZE wouldn't, but I find them completely negligible to the game-play. Also to avoid getting lost in this HUGE world I invested in a good, Strategy Guide. This is one of the best PC's games I have ever played and I will be playing it for a long time to come.

This review is written from the point of view of the many first person shooter (FPS) fans who haven't gotten into RPGs due to a dislike of the traditional isometric graphics and party-driven gameplay used by most RPGs.
I decided to give Morrowind a try after having enjoyed the RPG-ish FPS games System Shock 2 and Deus Ex, but having disliked the isometric and party-driven Baldur's Gate 2. In Morrowind, the first-person perspective provides a familiar control scheme to the FPS gamer yet the freedom of movement and depth of interactivity of an RPG is available as well. The combination is a powerful gaming experience in Morrowind, much more so than even Deus Ex or System Shock 2.
While there are no guns to fire, your character's ability to throw flame balls and wield a mighty sword provide a satisfying offensive capability. The typical FPS gameplay of unlock door, kill, find key, unlock door, repeat is broadened significantly in this game. You can 'leave the rails' and explore the world, stop to admire the view of the twin moons in the night time sky (complete with changing moon phases), go for a swim or arrange your latest treasures for display in your own house.
Your character begins the game pathetically weak, unable to kill the simplest crab or fish without a struggle. In time, though, this shortcoming becomes a strength of the game as you grow to appreciate the progress you've made as a combatant. Some of the enemies you encounter are more advanced as the game unfolds, but the number of spells your character learns and your ability to use them increases as well, keeping the game fresh and challenging.
The graphics are superb, employing programmable pixel shading for the excellent water effects for example, but even on my Athlon XP 1700+ / GF4Ti4200 system the framerate can bog down at times. The sound effects are adequate, but the beautiful score could easily pass as a late 19-th century Romantic symphony.
There is no party to control, so you can concentrate on your character as an individual in combat. Combined with the rather flat NPCs, however, this can make Morrowind feel a bit lonely at times. Still, for the FPS gamer who longs for more in-depth gameplay without sacrificing graphical quality, Morrowind is an excellent choice.
an epic game

You are dumped (or possibly released) off a prison boat into the land of wierd plants, alien wildlife, and a mixture of inhabitants not unlike the menagerie from Star Wars...
All you know is that someone in a "nearby" town, directions to which you have been told but unfortunately forgotten, is looking for you and it might be a good idea to find out what this individual wants...
This game maybe hard to get drawn into, at least it was for me. The reason for that: there is no clear path shown for you, NPCs don't have convenient signs on them saying click me to continue!", in fact most of them seem downright scary and hateful.
Then you start asking them questions and start to learn... options for what to do next emerge. You have better understanding of the inhabitants, the interconnections, struggles, you learn about different factions and organizations within this land, about their goals and ideologies.
Some of these goals are personal and selfish, others very political in nature or zelous in their religiosity, and some of them are so epic in scope they're stretching millenia back into the past... between all those agendas you are slowly finding your own. That is when the game truly begins...
4/5 because of some technical issues, which i won't go into
Lore and amount of backstory put into this game is extraordinary. There are books in the game that have an entire mythologies in them. The story itself is complex, no entirely good or bad guys here, although ultimately the player has to take sides and make choices.
Architecture changes greatly depending on the area and culture. From a cross between arabian-like dwellings and texan villas to the round houses in the tops of gigantic trees and houses made out of shells of... some big long extinct creatures. And of course a traditional medieval castles, however built and inhabited by a culture akin to that of ancient Rome...
Over Rated - Try Dungeon Siege or Diablo

While some of what they say is true, i.e. incredibly expansive universe, you can go where you want, so much to look at and do, etc.. the interface is just not that great. Movement is just to slow, takes forever to get from one place to another, quests send you back and forth to places and you waste time just walking from one place to the next. Combat is also kind of weak, not much fun. If you played Diablo, it was much better in that game. I guess I found the whole game just a bit "clunky." I have started to play Dungeon Siege, and that game is much better, better graphics, better combat, easier to use, etc. I was also a big fan of Diablo. I realize it may just be me, and many like this game, but I was dissapointed.

Best 3-D RPG ever!...

The Elder Scrolls 3: Morrowind is truly a masterpeice in every catagory you could think of; graphics, sound, background story, game-play, controls, etc. It wins in every catagory. Where to begin...Where to begin? What can I say? Morrowind is the ultimate 3-D RPG. I guess I'll start in the graphics catagory:
Incredible!... Beatiful scenery. Even on low or medium details, there really isn't much of a difference. Really, the 3-D graphics are absoluteley super-pretty in morrowind.
Here are some specific graphics moments to pay attention to in Morrowind:
#1: Dynamic spectacular lightning system. It isn't perfect, but I've never seen an RPG released before or at Spring 2002 that has produced such fast lightning system graphics. When someone goes near a light source that emitts light, IT ACTUALLY EFFECTS THEM. When it's any weather type at any type of day, there's actually a emitt of the weather/time of day light/fogg cast all around all objects and textures in morrowind. Splendid. There's actually a volumetric sun. It looks awesome. It casts bright light & shadow on all objects & textures in morrowind. So good! When someone pulls out a torch, the flashing lightning actually really looks realistic how it effects all objects and textures near it + the character using the torch. When you go near any light source it effects you. Fogg is amazing. Truly realistic. Amazing ash-storms. Awesome! And more.Unique dynamic lightning indeed.
#2: Shadows. WOW! Any object or textures casts a real-time shadow that casts onto any object or surface and changes size and acuratelley mimics the character's outline. Amazing.
#3: Water! INCREDIBLE!... THIS is the true star of morrowind. If you don't have pixel-shader enabled card, the water looks ok, but not great. Now let's talk about the opposite. WOW! The water actually has active ripples activated by wind swaying! And the reflection quality within the angle's view is amazing. Truly realistic. When it rained, I looked down at the water and my jaw dropped down. EVERY SINGLE DROP OF WATER ACTUALLY cReATED A RIPPLE + REALISTIC DROP EFFECT TO THE WATER! AMAZING!! And the realistic transparent view is amazing.
#3: Super-High polygon counts. WOW! Every object ha very high polygon count making their design realistic. The world truly nearly resembles real life quality design. Incredible.
#3: High-Resolution realistic textures and objects. Holy [cow], look at the resolution of textures. WOW! Everything is almost real quality texture resolution! And the objects realisim is amazing. I can't even explain it.
#4: Weather system. OH MY GOD, random changing weather, from rain to ash-storms, to foggy days, to dark days, from afternoon to night to morning time, to sunny days, etc. It's all awesome.
Those were basically all the major graphics notes. All else does not apply.
Sound? Great. Awesome. I'll start with the musical score:
Music:
WOW! Incredible classical music score. Suits the game perfectly, is very relaxing, is dynamic, but can be repetetive.
Sound:
Nice. 3-D hardware audio support is nice. Realistic reverb + voice + sound effects(except foot fall and weapon attack harm effects)and more. It is truly great.
That was sound, here is game-play:
Game-play:
Game-play??? Amazing. YOU CAN LITERALLY DO ANYTHING YOU WANT OR GO ANYTHING YOU WANT!!It's so incredible...here are some special notes:
#1: LIVE ANOTHER LIFE!... Play as any character you can imagine, from the heroic warrior to a secret assassin!
#2: Explore another world. The enormous game world is open, and free to discover. You can literally go anywhere you want and do anything you want!
#3: CHOOSE YOUR FRIENDS:
You can involve yourself in a guild politics and a huge variety of quests. Thousands of characters remember you and your actions.
Performance:
Great. Ran fine on my computer, Dell Dimension 8200, P4 2GHZ 512MB of RDRAM, GeForce 4 Ti4600, Windows XP, and so on. Performance was VERY satisfying. The frame rate rareley dropped to an kind of slow state, and when it did, it was hardly noticeable with all that's going on in the world.
Story-line:
Nice. Cinematics and chats + omens and more represent the story well, and the story is graceful and interesting.
Morrowind is the ultimate RPG. No, rephrase that: The ultimate game. It truly is. If you've saved up about around 30$, and your looking for a game to spend on the market, THIS IS THE ONE YOU WANT. Even for a First Person Shooter lover, this game is what YOU WANT. If you can buy morrowind, the money you saved that you spent is worth it!
