This game was released at such a great price, this is the perfect game to vent your frustrations on. I used to play the game on PS2 when it first came out and I must say the Xbox is a HUGE imrpovement over the PS2 version. The multiplayer is fun and there's lots of different modes to play. Graphics don't lag when there's a lot of people on the screen.
Only fun at first

OK, when you first get this game it seems pretty fun because you haven't played very many missions, but after about 5 missions you realize that every mission is the same. The Chaos mode is pretty fun except that mode is so easy to beat. You can beat the four levels in 3 hours. The revoution mode takes a long time to beat, but every mission is the same and it gets really boring.
Great Buy

Rockstar really put some effort into making this game not "be bad". I can see how the PS2 version was lackluster, especially at a ... price tag. not delivering on the promises made, but those issues have been corrected in the XBOX version. The environments are large and interactive, with a large selection of weapons, and fairly intuitive game mechanics. With the addition of multiplayer, both coop and deathmatch, and at the super low debut price, it suddenly becomes a steal of a game.
tons of fun

I got this game today for X Box, I payed $ for it and from what I know it just came out. Ive never played the PS2 version, I didnt even know it existed until 3 minutes ago...This game is great, Im not saying its the best but for $ you cant go wrong...If you like killing people and blowing things up in a free for all environment GTA sytle get this game, thats all it is, running around town in the middle of a riot killing people and blowing stuff up...theres multiplayer too, i havent played that yet but ill bet its good...there are 2 ways to play, one I already mentioned, pointlessly killing mass amounts of people, the other way is a mission type game, like in GTA, you can play where you do missions for some guy, or just beat and shoot people to death...have fun.
fun for the whole fmaily.. well maybe not

I have the ps2 version and had a blast. The story mode is so-so, go from mision to mission and your having fun shooting maiming and destroying.
The real fun though is rampage mode. In ramapge mode your given a amount of time and you go on a rampage. You exted time and get points by killing and destroying things. Killing in mellee combat gets you more time and points than a ranged weapon will. This is one of the best ways to blow off some time, I see it sort of like a fighting game in this repsect. It's something you can put in for 10 minutes here and there while your waiting for to leave, or before a show, or for someone to get ready so you can go.
When it comes down to it what better way is there to spend time than to grab a mini-gun and blow someone into bloody chunks pick up their arm and beat their friends to death with it.(chest cavities and heads are fun too) This is a seriously over the top violent/gore game parents be warned.
Adult Only Game!

The Xbox version of State of Emergency is the best in the franchise, in my opinion. For a simple stress busting game, this is a perfect ten. The graphics are great, the screams and sounds of "she's gone crazy!" from the people make for a great laugh, and the sheer violence is nice knowing that this kind of thing in real life would be an absolute nightmare. However, I would not let a child see or play this game. Because of the gore and violence this is an adult only title. Aside from that, grab a machine gun or a near-by park bench and let's cause some chaos!
Not a bad way to spend 20 bucks.

Let me start off by saying the whole over the top violence and gore thing is just a marketing technique to generate more attention and controversy toward State of Emergency. It's like one long insane Ichy and Scratchy cartoon. The blood and gore is also optional so a wider audience can play. Basicaly you just run around and create a tremendous amount of havoc. While it can get boring it is actualy pretty entertaining and addictive. I reccomend you stay clear of Revolution mode and dive right into the Chaos mode. Revolution mode is a bunch of boring missions that take place in the riots, while chaos is more of an arcade style beat em up that you take place in. All in all you can't go too wrong buying this game. It is only 20 bucks and if nothing more it will at least entertain you for a couple of days. I suggest you rent it first and see how interested you still are when you have to return it, then you can properly determine whether or not it's worth a purchase.
Fun in short, violent plays. Madness otherwise.

THE SHORT: Kill thousands of unarmed civilians (or just the boring "Corporation" to the beat of your own tunes. Fun in short plays, madness with lengthy exposure.
THE LONG: This is about as arcade as stuff gets. Pick one of several cliched but fun characters, go to one of several lively locations, grabe one of a multitude of weapons, and kill. And kill. And kill. You just run around and shoot or swing, and, uh, "try" not to hit any innocents (It's funny that you are penalized for killing them only some of the time, and I swear that the announcer sounds disappointed when he tells you that the penalty phase is beginning).
The game was huge news when it came out in late, if I recall, 2001. It was at first thought to be as good as Grand Theft Auto was, that is until people played it. In fact it's an extremely limited game, consisting of killing, blowing stuff up, or taking on the storyline which consists of those things as well as fetch and escort missions. The latter become tiresome after a while and are frustrating in that failure means repetition until success. So you'll probably spend most of your time playing the mindless "Chaos" or free mode. It all consists of basically trying to complete small objectives within each of the few levels, and there are lots of powerups and weapons to grab.
There are better action games of this nature (Smash TV for example) and better violent games (Manhunt). But if you just want to waste an hour or two seeing how much blood you can spill and how high a score you can rack up, this is a good choice. I don't think the game is really much more than a 2, but I give this version a 3 because of the outstanding ability to listen to your own tunes thanks to the Xbox's hard drive. On the PS2, killing was fun and all, but there's nothing quite like doing it to the strains of "Whiskey in The Jar" by Metallica, "Walk a Crooked Mile" by Motorhead, "Crush 'Em" by Megadeth, or pretty much anything by They Might Be Giants (then again, it's always a good time when they're playing).
Good old mindless shooting and killing, as long as you (A) don't keep at it for too long at a time and (B) most importantly, are a smart enough individual to know that it's a game and something NOT to try at home. Or anywhere else.
A MINDLESSLY BLOODY, EXPLOSIVE GAME 8.5 OUT OF 10

I originally played State of Emergency three years ago on PS2, and it was quite fun. This game is bloody, explosive, and downright violent... just the way I like it. It's disappointing to see that this game didn't sell as many copies on Xbox as it did on PS2, especially considering the Xbox version comes with exclusive features that were not in the PS2 edition (Up to four players can play simultaneously, 14 new missions, a better Revolution mode, better graphics, and you can put your own tunes in the game).
WHAT THE GAME IS: A mysterious organization has taken over the country and gangs seem to rule it as well. So as part of a resistance group you go out, cause destructive mayhem, kill members of the organization, and complete missions.
GRAPHICS: The game came out on Xbox five years ago, so time has not been kind to it.
MUSIC: There really isn't any, unless you use your own tunes.
SOUND: Glorious explosions, people screaming, windows being broken, car alarms going off, etc.
GAMEPLAY: The gameplay functions well most of the time, but sometimes using a gun can be tricky because of the camera and no reticle onscreen. But throwing grenades, chucking molotov cocktails, shooting grenade launchers, and shooting rocket launchers is awesome and creates devastating destruction that can sometimes level buildings. But if you're going to play this game, play it for multiplayer and Kaos Mode, because Revolution Mode is lackluster and kinda dumb. Also, you're timed on Kaos Mode which doesn't feel right. These are fairly minor complaints when you're mowing down enemies with numerous weapons like guns, swords, axes, etc. or blowing up cars and buildings. You really get wrapped up in this rather fun game.
OVERALL: This game is definitely worth a look, especially if you're a pyromaniac. Blood sprays, bullets fly, and explosions happen like it's World War III, what more could you ask for?
THE GOOD: Tons of destructive mayhem, unlockable characters, lots of weapons, and lots of blood.
THE BAD: Revolution Mode is lackluster and camera gets in the way sometimes.
Many improvments

As others have said before DISREGARD everything that you have read or heard about the PS2 form of this game, Xbox fixed all of those problems!
This is def. one of my favorite games that I have played yet. Its just an awsome game to do if you want to shut off your brain for a few hours and just want to go around randomly killing people with a wide variety of guns and other fun gadgets.
The plot and basis for the game did not have that much depth to it, but thats expected. I did like all the missions even if they did start to get a little repetitive after the first 30.
The graphics were good, but I didnt like the movement of some of the characters, some of them seemed very stiff and hard to control.
So as I said if you just want to play a fun game for awhile, that doesent make you have to starin your brain then def. rent/buy State of Emergency!
